Public Safety
I will ensure the Simi Valley Police Department has the staffing, equipment, and technology needed to protect our neighborhoods and respond quickly to residents' concerns. I support stronger neighborhood patrols, restoring dedicated School Resource Officers to our schools, and proven crime-prevention technology with strong privacy protections and public accountability.
Homelessness & Illegal Encampments
Simi Valley is not immune to the homelessness crisis spreading across the San Fernando Valley and greater Southern California. I will push for strict enforcement of laws against illegal camping and encampments, work to connect individuals with real services and pathways off the streets, and ensure our neighborhoods, parks, and public spaces remain safe and clean for families.
Infrastructure & Roads
I will prioritize repairing deteriorating roads, filling potholes, improving traffic signal timing, and addressing congestion throughout District 1. I will push for responsible maintenance of streets, sidewalks, storm drains, and other essential infrastructure while ensuring new development pays its fair share and does not move forward without adequate roads, utilities, and public services.
Fiscal Responsibility
I will oppose new taxes on Simi Valley residents, eliminate wasteful spending, and demand clear accountability for every taxpayer dollar. I will scrutinize the city budget line by line, protect funding for essential services, maintain responsible reserves, and ensure major financial decisions are explained openly to the public.
Community Growth
I will oppose high-rise and overcrowded developments that do not fit Simi Valley's character. I will support responsible growth only when roads, infrastructure, public safety, and essential services can support it. New development must protect existing neighborhoods, include adequate parking, and contribute its fair share toward community improvements. I will also prioritize local businesses and preserve the quality of life that makes Simi Valley a desirable place to live.

A licensed Private Investigator for 28 years — including 22 years as a Bounty Hunter — and a small business owner, Todd has spent decades uncovering facts, solving problems, and helping people navigate difficult situations. He understands District 1's challenges and Todd will bring a fact-based, solutions-oriented approach to City Hall.
